Why would you want the salary cap raising? I can keep a very strong team going and get under the cap.

Because you are forced to rebuild and cut your good players every couple years. You can't keep players for many years or build up a team.

I won the Bowl for Sooners Division , my Salary total is less than $3.7 million (35% of Cap, I haven't fired/cut anyone either).
So salary cap doesn't look too low to me.

The intention is to allow a roster at skill 40-45 in average, with a view 50 skillers. This should cause some diversity in the teams. If we allow a 50 skill roster it would be just boring
